After the election of our candidate, Mr. Daniel Rosen, to the House of Representatives, registered voters in Nevada’s Second Congressional District will be able to vote here at Nevada Vote Direct on specific legislation pending in Congress. Mr. Rosen will vote in Congress exactly as directed by the resulting majority vote, except when that vote contradicts the will of a greater number of voters as expressed in previous votes on more general questions.

For, in practice, votes on specific legislation may turn out to represent only a minority of citizens who have been mobilized to vote on that legislation at that particular time. Moreover, it will not always be convenient for citizens to vote on specific legislation while it is pending. And, last minute amendments and the occasional incidence of emergency legislation will sometimes make it impossible to consult the voters in a timely way.

Therefore, it will be necessary to formulate more general rules regarding broad issues that will control Mr. Rosen’s votes in Congress. These rules will always carry more weight than votes on specific legislation, unless the majority vote on specific legislation exceeds the earlier majority on a general rule.

For example, citizens voting at Nevada Vote Direct may formulate a rule that directs Mr. Rosen generally to vote NO on any legislation that facilitates increased immigration to the United States. Say that the majority vote on that rule amounts to 100,000 votes. Then, if specific legislation is offered in Congress to allow a temporary guest agricultural worker program, Mr. Rosen will vote NO on that legislation, unless the majority vote at Nevada Vote Direct in favor of that specific legislation amounts to 100,001 votes or more.

Mr. Rosen will always make public at Nevada Vote Direct how he will be voting on specific legislation, citing the relevant rules in each instance. In most cases, there will then be sufficient time for concerned citizens to vote at Nevada Vote Direct, if they so wish, to override the relevant general rule in order to approve or reject specific legislation. He will work with local media to alert voters when specific legislation of interest to voters is pending in Congress. And non-confidential information about ongoing votes at Nevada Vote Direct will always reflect the latest talleys (of course confidential information about individual voters will always be securely protected and never shared), so that voters will almost always know beforehand how Mr. Rosen is going to vote on the issues that concern them.

In this way, the will of the voters will always be represented by Mr. Rosen’s votes in Congress.
