The provision for citizen initiatives and referenda were the product of the great Progressive Era of reform in the early part of the last century. In those "gilded" years of robber barons and corporate corruption this reform helped to right the balance between special moneyed interests and the interests of the public at large. Today, however, the entire process has been itself corrupted by special interests who have learned to manipulate it with phony citizen initiatives that do not originate in any substantial will of the people, but instead in the boardrooms of powerful corporations and their subservient public policy organizations. And it has become more and more difficult for ordinary citizens without oceans of special interest money to bring forward propositions for public referendum in our periodic elections.
The Decision Management System [DMS] provides the means for ordinary citizens to organize themselves for action to bring forth sensible initiatives that otherwise corrupt politicians will not introduce into state and national legislatures. The DMS is solely owned and operated by the participating citizens themselves. Only they decide questions concerning the specific wording of the initiative and the nature of the campaign to get it passed by the electorate in a general election. In fact, comprehensive participation in decision-making is the key to motivating people to bring in the vote. The attempt to motivate people as dumb followers of professional political activists is self-defeating. It is horse-and-buggy political technology.
